Regular Board Meeting of March 27, 2007
Chairman Long called the meeting to order at 7:38 p.m. Also present
were Supervisor David Schuenemann, Clerk/Treasurer Lois Smith and
guests: Ken Ehle, Steve Duba, Mike Ohlsson, Charlie Spencer and Russ
Cluey.
Chairman Long read the agenda. Item (c) will be removed, as it is in
error and item (f), Ordinance should be 2-65. MOTION/SCHUENEMANN:
SECOND/LONG: To approve agenda with corrections. MOTION CARRIED.
The Treasurer’s Report for February, 2007 was reviewed. MOTION/LONG:
SECOND/SCHUENEMANN: To approve the treasurer’s report as presented.
MOTION CARRIED.
The minutes of the February 20, 2007 meeting were read. MOTION/LONG:
SECOND/SCHUENEMANN: To approve the minutes as presented. MOTION
CARRIED. The minutes of the special board meeting of March 1, 2007
were read. MOTION/LONG: SECOND/SCHUENEMANN: To approve the minutes
as presented. MOTION CARRIED. The minutes of the March 8, 2007
minutes were read. MOTION/LONG: SECOND/SCHUENEMANN: To approve the
minutes as presented. MOTION CARRIED. The minutes of thee March 12,
2007 minutes were read. MOTION/SCHUENEMANN: SECOND/LONG: To approve
the minutes as presented. MOTION CARRIED. The minutes of the March
13, 2007 minutes were read. MOTION/SCHUENEMANN: SECOND/LONG: To

CARRIED. The minutes of the March 16, 2007 were read. MOTION/LONG:

NEW BUSINESS:
(a)2007 Beaver Control Program with Vilas County – Chairman Long read
the letter from Vilas County Highway Department stating they have
retained the services of Jeff Everson (Noisy Creek Adventures) to work
the beaver control program for 2007. They anticipate the costs to be
approximately $350 and the town would be billed around October.
Chairman Long explained we have been participating in this program for
a number of years and it is working well for all. MOTION/LONG:
SECOND/SCHUENEMANN: To approve the beaver control program
participation with Vilas County for 2007 at the approximate cost of
$350. MOTION CARRIED.
(b)Amendment 3 to BJ Ordinance 3-72 (Lot sizes and side lots) – This
amendment is part of the 2 year moratorium on the town issuing
building permits. The electors voted on this change at a special
electors meeting in October. MOTION/LONG: SECOND/SCHUENEMANN: To
approve Amendment 3 to BJ Ordinance 3-72.
(c) Amendment 1 to BJ Ordinance 1-82 (Condominiums) – This is for a
two year moratorium on the ordinance. MOTIONLONG:
SECOND/SCHUENEMANN: To approve Amendment 1 to BJ Ordinance 1-82.
MOTION CARRIED.
(d)Amendment 1 to BJ Ordinance 2-89 (prev. 2-78) (Sidelots and road
setbacks) - This is for a two year moratorium on the ordinance.
MOTION/LONG: SECOND/SCHUENEMANN: To approve Amendment 1 to BJ
Ordinance 2-89.
(e)Amendment 3 to BJ Ordinance 2-65 (Mobile Homes) – This is an
amendment to the ordinance for: All dwellings including manufactured
homes located on a private lot must be a current year model and be a
minimum of twenty-four (24) feet wide and a minimum of seven hundred
sixty eight (768) square feet and place on a permanent foundation,
crawl space or basement that meets the requirements of the Uniform
Dwelling Code Inspector during installation and before occupancy.
The amendment’s purpose is to establish uniform installation and
inspection procedures for manufactured homes in accordance with the
requirements of WI Statute 101.96. MOTION/LONG: SECOND/SCHUENEMANN:
To approve the motion as stated above. MOTION CARRIED.
(f)Amendment to Uniform Dwelling Code, Ordinance 1-2004 – Since the
adoption of Amendment 3 to BJ Ordinance 2-65, the Uniform Dwelling
Code Inspector will have additional duties as in sub 1.5 and 1.7 as
follows: The purpose of this inspection is to establish uniform
installation and inspection procedures for manufactured homes in
accordance with the requirements of WI Statute 101.96 and outlined in
the Department of Commerce, Chapter Comm. 20, Administration and
Enforcement, December, 2006, No. 612. The provisions of Chapter Comm.
20 apply to the installation of a manufactured home produced before,
on or after April 1, 2007. The permit fee for these inspections shall
be set at $200.00. There shall be three inspections: footings,
foundation and final before occupancy. Any change to this fee will be
by mutual consent of the Town Board of Boulder Junction and the
Uniform Dwelling Code Inspector. MOTION/LONG: SECOND/SCHUENEMANN:
To approve Amendment 1 to the Uniform Dwelling Code Ordinance 1-2004.
MOTION CARRIED.
(g)Amendment 2 to Sign Ordinance 1-98 – Because of the changes in
zoning and that we will no long have a zoning deputy to issue sign
permits, the board feels it is necessary to do a trial period of
issuance of sign permits by the Town Board and hereby votes a two-year
moratorium. The following sections of the above listed ordinance are
amended as follows:
1.General Regulations:
c) All signs, except as indicated in the text of this ordinance,
shall be subject to town permits and fees.
10. Permits and Fees:
a) All signs, unless expressly exempt by specific provisions
of this ordinance,
shall be subject to sign permits.
b)Fees for permits shall be $32.00.
11.Administration, Enforcement and Penalties:
a)Permits for signs shall be issued by the Boulder Junction Town
Board.
b)Fees for sign permits shall be made payable to: Town of Boulder
Junction.
c)Signs erected without authority of a legal sign permit are subject
to removal. Notice to remove shall be issued by the Town Clerk (After
approval from the Town Board), with the allowance of ten (10) days
from receipt of notification for compliance. Failure of owner to
remove the illegal sign within the allotted time will cause the sign
to be removed by town personnel, at the owners expense.
d)The Town Board may order repairs of signs which are determined to
be in disrepair or unsafe, with corrections to be made within thirty
(30) days from receipt of notice. If the repairs are not completed
with thirty days, notification of intent to remove the sign shall be
given with ten (10) days of the action to be taken. In all cases
where any sign is eminently or obviously unsafe, the Town Board is
authorized herewith to remove such sign as a public nuisance, without
any demand for removal or repair of the same upon the owner or any
person maintaining such a sign.
j)This line has been removed from the sign ordinance.
MOTION/LONG: SECOND/SCHUENEMANN: To approve Amendment 2 to Sign
Ordinance 1-98. MOTION CARRIED.
i)Amendment 1 to Ordinance 1-78, Board of Adjustment – This amendment
is for a two year moratorium on the Board of Adjustment beginning
January 1, 2007. This is in compliance with the electors approval of
a special meeting in October, 2006. MOTION/LONG: SECOND/SCHUENEMANN:
To approve Amendment 1 to the Board of Adjustment Ordinance 1-78.
MOTION CARRIED.
The bills payable were reviewed. MOTION/LONG: SECOND/SCHUENEMANN:
To approve the bills payable for $ 60,999.99. MOTION CARRIED.
