Regular Board Meeting of May 20, 2008
Chairman Long called the meeting to order at 7:35 following the
Opening of the Board of Review at 7:30 p.m. Also present were
Supervisors Charlie Spencer and David Schuenemann, Clerk/Treasurer
Lois Smith and guests R. Cluey, A.Bozicnik, K. Schneider, K. Ehle, S.
Duba and W. Krueger.
MOTION/SCHUENEMANN: SECOND/SPENCER: To approve the agenda as
posted.
MOTION CARRIED.
K. Ehle, W. Krueger and S. Duba asked questions regarding town crew,
road weight limits, audit, room tax, health insurance, cemetery and
were given answers.
The treasurer’s report for April was reviewed. MOTION/SCHUENEMANN:
SECOND/LONG: To approve the treasurer’s report as presented. MOTION
CARRIED.
Minutes of April 15 were reviewed. MOTION/SPENCER:
SECOND/SCHUENEMANN: To approve the minutes as presented. MOTION
CARRIED. Then it was noticed a name of a guest was missing from the
minutes. MOTION/SPENCER: SECOND/SCHUENEMANN: To correct the minutes
by adding the name. MOTION CARRIED.
Minutes of April 29 special meeting were reviewed.
MOTION/SCHUENEMANN: SECOND/SPENCER: To approve the minutes as
presented. MOTION CARRIED.
Old Business: Chairman Long read a letter from George Nelson,
Supervisor, Town of Presque Isle requesting payment for a portion of a
balance of a Big Lake Study for AIS.
Chairman Long informed them we did not have any money in the 2008
budget but the board would consider the 2009 budget, but first he
wanted to look into a few things. We allow Presque Isle residents to
use our transfer site and our recreational program.
Chairman Long gave a report on the restroom issue. A committee was
formed in 1981 and did a study on the subject of downtown restrooms
and presented it to the electors and was voted down by 60 no – 14
yes; therefore the issue was defeated and restrooms would not be
constructed downtown on Main Street. A letter was received from the
BJ Lions Club giving their endorsement for downtown temporary
restrooms. And Kathy Schneider, BJ Chamber of Commerce Treasurer
informed the group that financial support of the temporary restrooms
from the chamber was voted down at the recent Spring Annual Meeting.
Steve Duba felt that this is an important issue and should be looked
into further – for possible permanent restrooms on Main Street.
Discussion was held on the temporary restrooms and the $4400 cost and
where the money could come from. The room tax money is usually used
for long term recreational projects. The project could cost as high
as $150-200,000 with the purchase of a lot, if available. Chairman
Long would like to form a committee of volunteers or appointees to
study this issue again and present it to the electors at a special
meeting or at the budget hearing in November. Chairman Long asked if
anyone was interested in serving on this committee and did not receive
any replies. He will continue to look into this issue and hopefully
appoint a committee at the June board meeting.
A permit contract from CenturyTel was explained for proposed work in
BJ for 2008.
The project will bury an additional cable along Dairymen’s Road for
the Dairymen’s Club telephone service to Piney Point. Estimated
starting date is 5/22/08 and estimated completion date is 7/21/08.
MOTION/LONG: SECOND/SCHUENEMANN: To approve this proposed work for
CenturyTel for 2008. MOTION CARRIED.
The clerk was contacted by Sonja Margitan, WI DNR in regards to the
land use agreement for Boulder Lake boat landing. They would like
approval and request from town board to begin paperwork for renewal
for 15 years. MOTION/LONG: SECOND/SCHUENEMANN: To approve renewal
of land use agreement for 15 years. MOTION CARRIED.
Camp Manitowish has requested that two private roads on their
property be named Owls Lane and Island Point Lane. The county did not
have any objections to this request. MOTION/LONG:
SECOND/SCHUENEMANN: To approve the naming of the two roads mentioned
above. MOTION CARRIED.
Chairman Long advised the board that there are 300 yards of gravel
left on last years bid to purchase; and it has been approved by Pitlik
and Wick. MOTION/LONG: SECOND/SPENCER: To authorize clerk to
advertise for bids for 1500 yards of ¾” crushed gravel out of Houghton
Pit. Bids to be opened at June Board Meeting.
MOTION CARRIED.
Chairman Long read the letter from Vilas County Highway Department
offering for our township to participate in the 2008 beaver control
program. The anticipated cost would be approximately $350.00.
MOTION/LONG: SECOND/SCHUENEMANN: To participate in the county’s
beaver control program for 2008. MOTION CARRIED.
Chairman Long explained the need for a volunteer for 2008 maintenance
and cleaning for the H&K and Nichols Lake restrooms. Mr. Jim Akey has
been volunteering his services for 17 years and is now unable to do it
any longer. A letter of thank you will be sent to Mr. Akey thanking
him for his services. Chairman Long asked if there were any
volunteers at the meeting and no one spoke up.
An e-mail was received from the Chamber of Commerce requesting a
fireworks display for the 2009 Winterpark Event on January 3, 2009.
Discussion ensued. MOTION/LONG: SECOND/SCHUENEMANN: To approve
$1000 from fireworks fund for this event. MOTION CARRIED.
Correspondence: Bulletin from WI DNR for an informal gathering to
meeting the DNR Remediation & Redevelopment contact for the towns &
villages; learn how to look up properties on the DRN network; learn
about financial tools available for investigation and cleanup of
industrial properties, dumps, vacant lots and old gas stations. The
board will try to attend this gathering on Wednesday, June 6, 2008,
6-8 p.m., Plum Lake Library.
Letter from Chamber of Commerce recommending adding a larger hill for
sledding for 2008-09 winter season.
Bills payable were approved in the amount of $ 57,101.54.
