September 11, 2007 Special Town Board Meeting

Special Board Meeting of September 11, 2007
					
Chairman Jeff Long called the meeting to order at 7:50 a.m. 
Supervisor Spencer was 20 minutes late and board waited until he was
present before starting meeting.   Also present were Supervisors
Charlie Spencer and David Schuenemann, Clerk/Treasurer Lois Smith and
guests Ken Ehle, Wally Krueger and Steve Duba.  

Chairman Long read the agenda.  MOTION/SCHUENEMANN:  SECOND/LONG:  To
approve the agenda as posted.  MOTION CARRIED.

Chairman Long read the letter from Coleman Engineering Co. The letter
outlined the proposed scope of services for the Old Hwy. K
construction project (Main St. E) for  $5,146.00 as follows:

Provide field personnel to measure and report contract bid items that
require field verification.
Participate in a pre-construction meeting.
At time of construction, measure bid items that require field
verification associated with:  Removal items, storm sewer work and
paving operations.
Identify punch list items.
Verify completion of punch list items.
Process pay requests and change orders.
(In putting the estimate together, they will visit the site six times
beginning in September and lasting approximately three to four
weeks.)
Lengthy discussion ensued.  Questions were asked how the project was
to be financed since the Roads & Streets Category did not appear to
have sufficient funds available.  Chairman Long again explained where
the funds were coming from – 2007 R&S budget,  R&S savings account, 
TRIP Funds, and from Room Tax savings account (if necessary -
$10,000).  Room tax funds were used for the previous downtown project.
 
MOTION/LONG:  SECOND/SPENCER:  To approve the expenditure of $5,146
for the Old Hwy K Construction Project as outline above and in the
letter from Coleman Engineering Co.  MOTION CARRIED.
Supervisor Spencer then asked if anyone in the room was responsible
for the  August 28, 2007 press release regarding the 8/28/07 special
board meeting and that was being circulated in the community. 
Supervisor Spencer felt that the press release was an affront to his
character. Ken Ehle stated he was responsible for the release and a
lengthy discussion ensued.  
MOTION/LONG:  SECOND/SCHUENEMANN:  To adjourn the meeting at 8:25
p.m.  Motion carried.
